So what is a Port Authority?

I have been wondering about the role and function of the Lake County Port Authority. Here is a link to their website:   http://lcport.org/about-us

“The Lake County Ohio Port and Economic Development Authority was created in February 2007 to promote projects that will provide for the creation of jobs and employment opportunities and improve the economic welfare of the people residing in Lake County. The Port Authority is also authorized by state law to enhance, foster, aid, provide or promote transportation, economic development, housing, recreation, education, governmental operations, culture, research, and education.”

They provide some interesting statistics about Lake County and its individual communities: http://lcport.org/lake-county.

In reading their 2016 Year in Review, I picked up this quote:
“Our biggest challenge is not finding a job for every worker, but rather a worker for every job.”…..Mark Rantala – Executive Director

They estimate that by 2025 there may be a shortage of 8,000 workers in Lake County due to retirement of the Baby Boomers.

(Note to myself – ask Mr. Rantala what the Port Authority’s position is on illegal immigration)

Here is an item from their 2016 annual report that needs some clarification. Why was the owner of the land not responsible for the environmental clean up?  Why was that cost borne by the taxpayers?  We also discovered that the Land Bank is chipping in with $50,000 for the cleanup.

Coe Clean Up Complete:
For 146 years, Coe Manufacturing was one of Painesville’s major
employers. In 2009 the company was bought and Ohio operations
ceased, closing the facility. In 2011, the Port Authority acquired
the property and secured an Ohio Job Ready Sites grant
for $1.2 million for environmental cleanup and revitalization of
the property so that it could be put back into service as a manufacturing
site that would generate jobs and revenue. This grant
was coupled with a $500,000 loan from the Ohio Water Development
Authority. The cleanup was completed in late 2015, and in
2016 the Port Authority received its covenant-not-to-sue from
the Ohio EPA which certifies that the property is legally released
from the cleanup process.
