Willoughby-Eastlake School Tax Levy…..look out taxpayers, they are back for more

We have confirmed that the Willoughby-Eastlake school district has indeed requested a 4.99 mill property tax levy on the August ballot in a 2019 special election.  We asked the Lake County Board of Elections how much will this cost the taxpayers in that school district.

Here is their response:

The Board of Elections can confirm that we are in receipt of the Willoughby-Eastlake City School District filing, calling for the August 6th Special Election. Our Board has not certified the issue to the ballot, but I will recommend certification based on their filing documents.

There are 49 precincts in the district.

All Boards of Elections in Ohio were recently instructed to calculate a per precinct cost estimate for conducting special elections. Our estimate came to $1,379.51 per precinct.

As of this email, they are the only political subdivision to file for the August Special Election. The filing deadline is May 8th at 4:00 p.m.

Let’s do the math:

Cost to hold the special election:  49 precincts x $1,379.51 = $67,595.99 total cost to the taxpayers for this special election.

Cost to the taxpayers for the 4.99 mills:   4.99 x $35.00 = $174.65 per year per $100,000 of home valuation.  [You will need to earn $582.16 so that your HAT% is not impacted  ( $174.65 / ,3)]

If your home valuation is $200,000 = $349.30 per year  / $29.11 per month  / Need to earn $1,164.33 additional per year
If your home valuation is $300,000 = $523.95 per year /  $43.66 per month  / Need to earn $1,746.50 additional per year

If your home valuation is $400,000 = $698.60 per year / $58.22 per month  / Need to earn $2,328.66 additional per year
If your home valuation is $500,000 = $873.25 per year / $72.77 per month  / Need to earn $2,910.83 additional per year

  31. I am a happy homeowner in downtown Willoughby for the past 11 years & I ALWAYS vote YES on school Levy’s. When I was a renter for over 20 years in Willoughby & Eastlake I voted for the Levy’s, knowing the landlord would pass the property tax increase on to me.

    A good educational system has the responsibility of providing information to stimulate thought, accumulate facts, encourage good habits, to build sound, useful and happy citizens.

    As citizens it is our responsibility to provide and support the educational system and proper facilities for instruction!

  32. You may also want to find out if Thompson gets paid the “pick-up”. We are finding many of the school superintendents and other school officials have the school (and by extension the taxpayers) pay the 14%portion of their pension that is normally paid by the employee. So the employer pays 28% for their pension, in addition to healthy salaries. (14% employer portion and 14% the employee portion)….Nice perk if you can get it..

    Thompson has put it on the ballot again in November…..so be prepared.

  33. Thank goodness for this site as so many more voters were informed of this “secret” which obviously made a difference in the outcome. Just an fyi Thompson’s salary is $180,993 for which he and his board can’t even get the high schools opened in a timely fashion. I think they ALL should be replaced. More $$ more incompetence.

  38. I was wondering when someone would mention the multimillion dollar admin building; including millions to renovate. The real estate taxes are obscene in lake county. Two thirds go to the schools. If this passes I will owe 9k/yr with 6k going to the schools (and I am retired).

  40. How about the school board go after the 15% that attend our schools illegally. They know about this but say they don’t have the funding to pay for someone to investigate this. How much does this 15% cost us versus hiring someone to stop it. I guess the answer is to charges fools like us to keep paying for it.

The school board had to file 90 days prior to the “special election” and I just received notification of this levy via a postcard mailer today — JULY 22!! Who is trying to fool whom?

  44. It was reported yesterday that the new state budget the governor just signed on Friday includes a huge raise in funding for the schools in the state. They did this in order to compensate for the cuts that the School Board lost from the ending of the TPP, which the School Board is using to justify this levy increase. I am not sure how the state funds break down but my question is, If the district is getting an increase in the state funding, is this levy still required.

  45. This type of election does seem sneaky. Mr. Thompson should realize that Eastlake and Willoughby are working class areas, unlike Chagrin Falls. These taxes make living in Mentor a better value. The old North and South were partially renovated a few years ago. I thought they were in good shape.

Also, establish a required minimum standard to guarantee fairness and transparency. This can only be done through the State legislature.

    The only public notice appeared in the April 9 edition of the “News Herald” which has a TOTAL circulation of approximately 26,000. There are at least approximately 22,769 residents in Willoughby alone and approximately 18,134 in Eastlake. A selective mailer, however was sent to the Willoughby Hills alumna???

    A filing has already be done with the Board of Elections for the November ballot in case this one fails — at present over $100,000 has been spent.

  49. I am sorry that you are apparently “short sighted”. They don’t have stable finances because their spending is out of control as is Super. Thompson. There is absolutely no need for all brand new facilities with swimming pool and a state of the art administration building for “lounging”.

    Good education is provided by good quality educators NOT extravagant facilities!!!

This is ridiculous .Yes their strategy is to do a special election with low voter turnout and just get the yes voters to vote.Very very sneaky just like other levies they have done in the past.Enough is enough.Everyone must tell their friends and relatives to vote.Remember you can vote by mail and do not need to vote in person.,Send a clear message to Steve Thompson and The Board to live within their budget.

  57. With the exception of the one “yes” vote, I agree with all of the aforementioned. State of the art facilities do NOT provide quality education, but good teachers do. My grandparents were educated in a one room school house. My grandfather became a very successful real estate developer and the Mayor of his community. There are two “educators” in my family who DO NOT support this extravagant spending. Who is Mr. Thompson and the Board of Education trying to impress? I think our community would be better served in developing students’ minds than a new swimming pool or football stadium!!! P. S. My understanding is that there is NOT enough funds to sustain the massive building levy…………..so the taxation goes on and on and on and on …………unless WE curtail to make these pious administrators more responsible!

  58. They will still want the emergency levies renewed. They are not going to leave money out there. So passing one will not remove another. and With this levy there is no voting on a renewal because they slipped the wording in it so that it renews automatically.

  60. I am for the levy. We need to get off the short cycle emergency levies that were started decades ago and give them stable finances. Every time they have to renew the old emergency levies it costs us more money as well.

When you home value goes up with these crazy county evaluations, so will your taxes. And, I was told that the reason he is doing the special election is so that he can collect the money in Jan 2020 for the last 6 months of 2019 instead of waiting till Nov and it not allowing him to collect till Jun 2020. Hope your children and grandchildren don’t need anything because he is stealing your money right from under you. This man does not live in our county, yet he is spending it like a drunken sailor.   64. I agree with ALL of the above comments. This is a deceptive maneuver. There will never be enough $$ for the administration. They should learn how to operate on a budget like we average taxpayers. This is a hardship for retirees on a fixed income!!! Try it, school officials. I WILL NOT VOTE TO PASS THIS NEW LEVY!!

  67. Jessie, the schools will ALWAYS be back for more money. Their expenditures will never go down. Ironically, the enrollment in Lake County is going down, but their expenses keep going up. It is not sustainable.

  70. And just why should this be a “special election” in August, the middle of the summer, when very few people are even aware that there will be an election? Could it be to sneak it through with a very low turnout?

    I still think there should be a minimum threshold for the percentage of registered voters that need to vote in favor or tax levies in addition to getting a majority of the vote. For example, if the threshold were 20% of the registered voters, it would require a minimum voter turnout of 40% plus one.

    In the present case, there can be a 5% voter turnout and as long as 50% plus one vote for it (i.e. 2.5% of registered voters plus one), the levy will pass. In other words, 2.5% of the voters can impose a tax levy on all 100% of the registered voters (plus all those who aren’t registered to vote but own property in the district).
