November Ballot Issues…”it is raining tax levies”…

There appears to be no end in sight for the deluge of property tax levies that will create a “flood” that will ultimately cause some of those living on fixed incomes to lose their homes! Ladies and gentlemen…it is simply unsustainable!..

We stopped by the Lake County Board of Elections and received copies of the “questions and issues”to be placed on the November 5, 2019 ballot.  The final filing date is August 7, 2019, so we will update this information shortly thereafter.  Here is the Elections Board list as of July 30, 2019:  Ballot Issues for November 5 2019

This list is probably not complete because we checked this list against the Lake County Auditor’s list of political sub-divisions that have approached them to determine the amount of tax revenue that could be generated with a certain millage.

We found three levies that have not been filed with the Elections Board, therefore, as of now will not be on the November ballot.

(1) Eastlake City – Renewal  .50 mills for Capital Improvements [Cost to taxpayers $9.91 per year per $100,000 of home valuation.

(2) Wickliffe Schools – New 10.97 mills for Debt Service over 37 years [Cost to taxpayers $383.95 per year per $100,000 of market valuation.
(LFC Comment – Wickliffe residents better sit up and take notice of this behemoth.  Speak up now BEFORE they decide to put it on the ballot.]

(3) Wickliffe Schools – New .50 mills for Permanent Improvements (no term given) [Cost to taxpayers $17.50 per year per $100,000 of market valuation.

We have issued a “Warning” label to all property tax issues that are for a continuing period of time.  Taxpayers should be aware that this means FOREVER. The political sub-division does not have to come back to the taxpayers for a vote to renew the levy.  We do not think that this is in the best interest of the taxpayers, since the politicians and bureaucrats must be held accountable to the taxpayers.

There seems to be a growing trend of using the “continuing period of time” for property tax issues, and the Willoughby-Eastlake School District thrives on them.

(1) Concord Township – $10,000,000 Bond Levy for Fire Station – .83 for 28 years, starting in 2019.       [Cost to taxpayers:  $29.05 per year, per $100,000 of home valuation]

(2) Leroy Township – Additional Levy for the Roads,  2.5 Mills, for 5 years, starting in 2019 [Cost to taxpayers: $87.50 per year, per $100,000 of home valuation]

(3) Lake County Financing District – Renewal levy for current expenses, 4.9 mills for 5 years, starting in 2020.  [Cost to taxpayers: $69.76 per year per $100,000 of home valuation]  (LFC Comment: We will get more details on this and report on it)

(4) Perry Township Road District – Additional Levy for Roads, 2.9 Mills for 5 years, starting in 2019.  [Cost to taxpayers: $$101.50 per year, per $100,000 of home valuation]

(5) Willoughby-Eastlake Public Library – Renewal Levy For Current Expenses, 1.0 mills for 10 years, starting in 2019  [Cost to taxpayers:  $28.53 per year, per $100,000 of home valuation]

(6) Willoughby-Eastlake City School District – Additional Current Expenses, Continuous Levy:  4.99 mills, starting in 2019. [Cost to taxpayers $174.65 per year per $100,000 of home valuation]

(LFC Comment: Superintendent Steve Thompson must be “hedging his bets”, just in case their special election in August goes down to defeat.  Or, is he thinking that he can get both levies passed?)

(7) Painesville City – Additional Levy for Police Department. 2.5 Mills for 5 years {Cost to taxpayers $87.50 per year per $100,000 of home valuation.

(8) Fairport Harbor Village – Renewal levy for Current Expenses, 3.6 mills for 5 years starting in 2020. [Cost to Taxpayers $96.36 per year per $100,000 of home valuation]

(9) Lakeline Village – Renewal Levy for Police and Fire Services, 3.0 Mills for 5 years starting in 2020. [Cost to Taxpayers $$91.57 per year per $100,000 of home valuation]

(10) Timberlake Village –
      (a) Renewal Levy for current operating expenses, 3.6 Mills for 5 years, starting in 2019
[Cost to Taxpayers $98.01 per year per $100,000 of home valuation]
(b) Renewal Levy for current operating expenses, 4.6 Mills for 5 years, staring in 2019
[Cost to Taxpayers $125.23 per year per $100,000 of home valuation]
(c) Renewal Levy for current operating expenses, 5.8 mills for 5 years, starting in 2019
[Cost to Taxpayers $104.32 per year per $100,000 of home valuation]

(d) Additional Levy for Fire and Police Services, 8.0 mills,  for a continuing period of time [READ FOREVER], starting in 2019.  [Cost to Taxpayers $280.00 per year per $100,000 of home valuation.

[LFC Comment: For those keeping score this means that Lakeline officials want their taxpayers to vote for 14.0 mills of renewals and 8.0 mills of additional property taxes.  Their voters are to renew $327.56 per year per $100,000 of home valuation AND add another $280.00 per year per $100,000 of home valuation.   Seems rather ambitious!] 

We also caution voters to read the proposed Charter Amendments on each ballot.  We do not like those amendments eliminating voter approval on any issues.  Removing the approval of the people is not something that should be given to the politicians. [See the Mentor City Charter Amendment]

Also, any amendment that allows the politicians to circumvent the competitive bidding process are suspect to us. [See the Wickliffe Proposed Charter Amendment]
