What is NOACA?

The Northeast Ohio Areawide Coordinating Agency (NOACA) is the transportation and environmental planning agency that represents state, county, city, village, and township officials in Greater Cleveland. NOACA addresses the transportation, air quality, and water quality needs of Cuyahoga, Geauga, Lake, Lorain and Medina counties. The agency and its partners cooperatively develop and implement plans to ensure that travel throughout the region is safe, cost-effective and environmentally sound. 

NOACA has also been designated as an Areawide Water Quality Management Agency by the Governor of Ohio under section 208 of the federal Clean Water Act to perform areawide planning.

NOACA’s Vision

NOACA will STRENGTHEN regional cohesion, PRESERVE existing infrastructure, and BUILD a sustainable multimodal transportation system to SUPPORT economic development and ENHANCE quality of life in Northeast Ohio.

NOACA is having a meeting at Lakeland Community College on Tuesday, January 10th at 5:30 pm. Here is a flyer we received from opponents of NOACA.

For the record, Lake County’s President of the Commissioners’ Board, John Hamercheck, is the current President of NOACA and does not agree that this organization is a left leaning, “New World Order” organization. They were established by the federal government as a Metropolitan Planning Organization to coordinate the building of roads and bridges in five northern counties in Ohio.

LFC has discovered that there is some debate currently about NOACA unilaterally increasing their role outside of the roads and bridges mandate. We will let the taxpayers decide for themselves if NOACA’s “Equitable Future” is in line with their thinking about the future.

We will endeavor to reach out to Commissioner Hamercheck to see if he will agree to join us on our video podcast format to discuss this controversial topic.
