During President Biden’s administration, Catholic Charities USA, comprising 168 local agencies nationwide, experienced a substantial increase in federal funding to support migrant resettlement and related services. Data from  USAspending.gov  indicates that over the past four years, these branches collectively received more than $2 billion in federal grants. The Department of Health and Human Services contributed approximately $1.93 billion, while the Departments of Homeland Security and Housing and Urban Development provided about $156 million and $138 million, respectively.

Local chapters of Catholic Charities saw notable funding increases during this period. For instance, Catholic Charities of the Diocese of Fort Worth, Texas, received $11.7 million in government grants in fiscal year 2021. By fiscal year 2023, this amount had escalated to $401.7 million, with a significant portion allocated to the “Refugee and Entrant Assistance” program. Similarly, Catholic Charities of Louisville, Kentucky, saw federal grants rise from approximately $10 million in fiscal year 2021 to about $122 million in fiscal year 2023.

The Federal Emergency Management Agency (FEMA) also played a role in funding immigration-related services under the Biden administration. Through its Shelter and Services Program, FEMA provided grants to local organizations offering shelter and assistance to migrants. This initiative faced criticism from some Republican lawmakers, who argued that such allocations diverted resources from disaster relief efforts.

The Department of Homeland Security’s Office of Inspector General raised concerns regarding the oversight of these funds. A report highlighted instances where local recipient organizations did not consistently adhere to federal guidelines, lacked proper documentation for reimbursements, and, in some cases, provided services to individuals without corresponding DHS encounter records. The report emphasized the need for FEMA to enhance its oversight to ensure that humanitarian relief funds are utilized appropriately.

These developments have prompted discussions about the management and allocation of federal funds to non-profit organizations involved in immigration services. As the federal government continues to address immigration challenges, the importance of stringent oversight and accountability in the distribution of taxpayer dollars remains a focal point for policymakers and stakeholders.
