Brakey Applies the Brakes to Representing Geauga County Citizens
By Brian Massie, A Watchman on the Wall
I have been to quite a few public meetings, but I do not recall a meeting that clearly showed elected representatives having total disregard for the will of the people. The Geauga Commissioners’ meeting was held on January 22, 2026, and one item on the agenda was changing the rules on how and who selects the Commissioners’ alternates to represent them on the NOACA Board.
The Northeast Ohio Areawide Coordinating Agency (NOACA), a metropolitan planning organization, was established by the federal government to initially maintain roads and bridges in five counties. [Lake, Geauga, Medina, Lorain and Cuyahoga] Over time it has morphed into “far left” organization focusing on climate change and sustainable development agendas.
“The Northeast Ohio Areawide Coordinating Agency (NOACA) aims to enhance the quality of life in Northeast Ohio through effective transportation and environmental planning, focusing on regional cohesion, infrastructure preservation, and sustainable development.“
Prior to a vote on a resolution to change Geauga’s representatives on the NOACA Board, Geauga citizens spoke to the Commissioners. Here are Geauga residents expresses their concerns about Geauga County’s involvement with NOACA.
Here is a video of the vote by the Commissioners:

Carolyn Brakey, Esq.
Geauga County Commissioner
DID NOT SUPPORT THE WILL OF THE GEAUGA RESIDENTS

James W. Dvorak
Geauga County Commissioner
DID NOT SUPPORT THE WILL OF THE GEAUGA RESIDENTS

Ralph Spidalieri
Geauga County Commissioner
Supported the will of the Geauga residents.
James W. Dvorak and Carolyn Brakey, Esq voted not to give Ralph Spidalieri a voice on who should be his alternate representative to the NOACA Board. They ignored the will of the people of Geauga. This will definitely be an issue on the May 2026 primary election for Commissioner.
There were several comments by citizens after the vote. Go to the 1:17:54 mark on the next video to hear public comments, starting with Skip Claypool.
Here is a previous article that we wrote about the Marxist group known as NOACA. Sadly, even the Lake County Commissioners have opted stay with the Marxists, and will let NOACA decide the fate of Lake County.
