Thanks to our Geauga friends for this article by THE BUCKEYE INSTITUTE.  They deal with the issue of State funding for local communities.

We agree with their statement that the State should stop their unfunded mandates (making rules that the local communities must follow, and are responsible to pay for them).  However, this will only work if the Federal government does not issue unfunded mandates for the State that are then passed through to the local governments.
