Lake County ADAMHS Board Welcomes Francis Kovacic as New Board Member and Reappoints Four Members
Mentor, OH – The Lake County Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board is pleased to welcome its newest board member, Francis Kovacic, while also recognizing the reappointments of Jeffrey Taylor, Mike Hatton, Stacy Kramer, and Marty Phillips. Francis was officially sworn in during the Board’s recent meeting by Lake County Commissioner Morgan R. McIntosh.
The ADAMHS Board plays a vital role in the community by planning, evaluating, monitoring, and funding services for Lake County residents facing mental health and substance use challenges. These services are delivered through a network of community partner agencies. Board members, all Lake County residents, volunteer their time and expertise to help strengthen the local behavioral health system.
Francis Kovacic serves as Chief of the Eastlake Fire Department, where he has dedicated the past 24 years to public service, advancing through the ranks from firefighter to lieutenant, battalion chief, and ultimately chief. He also recently retired as a Captain with the Willowick Fire Department after 25 years of service, where he oversaw operations and personnel.
A lifelong Lake County resident, Francis lives in Concord Township with his wife, Lisa, and their two daughters. His decades of leadership in emergency services have provided firsthand experience supporting individuals experiencing mental health and substance use crises. “I am honored to serve on the Lake County ADAMHS Board and am committed to strengthening behavioral health services and improving the well-being of Lake County residents.”
Michael Hatton will continue serving on the ADAMHS Board, providing experienced leadership and guidance as the Board advances its mission of supporting behavioral health services throughout Lake County. Mike will continue serving on the Executive Committee and as Chair of the Long-Range Planning Committee.
Marty Phillips will continue serving on the ADAMHS Board following his reappointment. His ongoing dedication and community-focused perspective have contributed to the Board’s strategic planning and oversight, helping ensure residents have access to high-quality behavioral health resources.
Jeffrey Taylor has been reappointed to continue his service on the ADAMHS Board. Throughout his tenure, he has provided valuable leadership and insight, helping guide the Board’s mission to improve access to quality mental health and substance use treatment, prevention, and recovery services for Lake County residents. Jeffrey will continue serving on the Executive Committee and as Chair of the Evaluation and Quality Improvement Committee.
Stacy Kramer has also been reappointed, continuing her commitment to advancing behavioral health initiatives throughout the county. Her experience and dedication have been instrumental in supporting the Board’s efforts to strengthen services, promote prevention, and improve outcomes for individuals and families. Stacy will continue serving on the Long-Range Planning Committee and the Evaluation
and Quality Improvement Committee.
