Thanks to Patriot998 – Here is an article by the Daily Caller on a lawsuit filed by the NAACP and others against the Department of HUD. What I found interesting was the explanation of the “Small Area Fair Market Rule”.
“Under this rule, the government would pay more money for those with vouchers to live in higher income neighborhoods, and pay less to those who want to live in poor neighborhoods.”

(My opinion – We can spends trillions upon trillions of dollars on this problem, but unless we somehow repair the broken traditional family structure this will not accomplish anything other that providing jobs for well meaning government workers)
