The 20 mill floor and HB 920 is explained at the 27:30 minute mark. There are some very revealing comments about the 20 mill floor.

The County Auditor’s Association proposes eliminating “this hard cap on rate reductions and, instead, limiting future growth on certain school levies to an inflationary index.” “Would still result in revenue growth for districts operating at the 20 mill floor.”

NO END IN SIGHT TO SOARING PROPERTY TAXES!
Lobbyists for Citizens still believes that the solution is the elimination of ALL property taxes. We do not have a problem generating revenue in this State, the problem is that there are no checks and balances to control the spending by the many taxing authorities. The public sector is outgrowing the private sector’s ability to pay for the services.
Home ownership is the foundation of our freedom and liberty. Without home ownership we are merely renters from the government. If you want the Chinese model of governance for future generations, just keep voting for property tax levies. Stop paying property taxes for three tax cycles (18 months), and you will see who really owns your property. You will be turned over to a collection agency that will charge excessive interest rates, and will foreclose on your home if not paid.
Unfortunately, because of Ohio’s property tax system, school districts at the 20 mill floor will continue to see increasing revenues without a vote of the taxpayers.
Our overly complex tax system is not fair and equitable and is not sustainable. If not corrected it will collapse our society. We are not against paying taxes, just do not tie the taxes to our home.
