We have been asked about Ohio’s lottery profits and why they have not solved the problem of funding public education.
We found this chart on the Legislative Service Commission website that gives the details about Ohio’s lottery profits. When the lottery was being pushed by the legislators as the solution for public school funding, it is quite clear that was but another deception played on the Ohio taxpayers to get them to vote for the State lottery.

Another deception is that the lottery profits merely replaced the money that the State had previously spent on education. They moved the money to other programs and therefore, spending on education never increased. In terms of 2025$ the public education funding from 1998 to 2025 decreased by $.9 billion from $14.8 billion to $13.9 billion (6.1%).
