We received this information from the Board of Elections. It demonstrates that the State is controlling, or at least, trying to control the county commissioners.
What we have learned is that the State of Ohio creates the laws in the Ohio Revised Codes that mandates the what the County Commissioners should do and leave the “how” part of the equation for the Commissioners to implement.
The State sometimes provides funding for their mandates, but for the most part they are all unfunded leaving the local officials to charge some type of tax to pay for the mandates. Remember, when the State or Federal government provides funding for their mandate it is usually short lived, and the local taxpayers ultimately end up paying the costs.
The pay schedules are based on the County’s population. There are approximately 280,000 legal citizens in Lake County.
