Thanks to a great Lake County patriot for sending us this information obtained through a public records request dealing with Lake County’s share of ARPA funds.
ARPA funding refers to the financial resources allocated under the American Rescue Plan Act of 2021, aimed at providing economic relief to state and local governments in response to the COVID-19 pandemic.
Overview of the American Rescue Plan Act (ARPA)
The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021, and it includes $1.9 trillion in funding to address the public health and economic impact of the COVID-19 pandemic. This act provides direct financial assistance to individuals, families, small businesses, and local governents.
Direct Aid to Governments: ARPA allocates $350 billion specifically for state and local governments. This includes approximately $195 billion for states and $130 billion for local governments, distributed based on population and other factors.
Eligible Uses: The funds can be used for various purposes, including
– Investments in water, sewer, and broadband infrastructure.
– Addressing public health needs and economic recovery efforts.

Restrictions on the uses of these funds include:
- Funds allocated to states cannot be used to directly or indirectly to offset tax reductions or delay a tax or tax increase
- Funds cannot be deposited into any pension fund.
Funding must be obligated by the end of calendar year 2024 and expended by the end of calendar year 2026.
