LFC Comments by Brian Massie, President of LFC
We attended the Lake County Investment Advisory Committee meeting a few weeks ago and wrote about the meeting. We wanted to know who owns the $359 million that is currently invested by the Investment Advisor Meeder, and therefore, sent the following public records request to Lorraine Fende, Lake County Treasurer.

Ms. Fende:
I attended the Lake County Investment Advisory Committee meeting last Thursday.
The report provided shows that the total portfolio is $359,324,723. There was discussion about the possibility of using part of the portfolio to fund the proposed $100 million jail. There was an objection to that idea because the total amount is not available to the County’s General Fund.
You stated that you would determine the makeup of the total fund, and report back to the Advisory Committee.
We are requesting that you please give LFC the details of the “ownership” of the funds.
We would like to know the total dollar amount for each government agency, each non-profit, and any individual that may have money in the fund.
We will be reporting the information you provide to the Lake County citizens.

This is the response we received today (5/10/21) from Mike DeLeone, Lake County’s Assistant Prosecutor.
Mr. Massie:
I am in receipt of your public records request to the Lake County Treasurer dated May 2, 2021. Please see the responsive document attached. Note that the County’s account number has been redacted pursuant to R.C. 149.43.
I will consider this request concluded.

By sending me just the investment details, Deleone and Fende obviously think that I’m stupid and will accept anything that they send to me. I have had trouble getting information from Treasurer Fende in the past, but we are not going to accept the lack of transparency. Why do they continue to deceive the citizens of Lake County?
Here is my response to Mr. DeLeone sent today:
Mr. Deleone,
I do not consider what you have sent to me as being responsive to my public records request.
Let me try again. I want to know who owns the $359,324,773 – by entity and individual, if applicable.
I consider your submittal to us as a deception. The citizens of Lake County will be informed of your deception.
