March 17, 2020…are you Taxed Enough Already?

you decide

(LFC Comments: We got the following information from the Lake County Board of Election’s website, and had to add our two cents on the issues.  Ultimately, the voters must decide, we just hope they have knowledge about the issues rather than just voting strictly on emotion.)

LAKE COUNTY BOARD OF ELECTIONS
QUESTIONS AND ISSUES (Updated 12/20/2019 – Final)
MARCH 17, 2020 PRIMARY ELECTION
Order of Questions/Issues in 2020: State, Municipal,Township, School and other Districts, County

                                                       Wickliffe City (9 Precincts)

(1) Shall the City of Wickliffe amend the City’s comprehensive zoning map changing the zoning classifications for 1521 East 300th Street, Permanent Parcel Number 29B03C00120, from Residential (R1-50) to zoning classification General Business be approved?

(2) Shall the City of Wickliffe amend the City’s comprehensive zoning map to correct discrepancies on the current Zoning Map from prior Zoning Maps?

(LFC Comments: Although these seem to be “housekeeping issues”, how many voters take the time to understand what the City wants to do?)

************************************************************************************

                                                      Leroy Township (2 Precincts)
2.5 Mills Additional Levy – Streets and Roads – 5 Years – Commencing 2020 tax year

(LFC Comments:  Cost to taxpayers in Leroy Township: $87.50 per year per $100,000 home market valuation. ($35.00 x 2.5 mills = $87.50)

Anyone checking in Leroy Township about the need for this levy?  Do not vote on blind faith!)

*************************************************************************************
Madison Joint Recreation District (12 Precincts)
0.64 Mill Additional Levy – Parks and Recreation – Continuing period of time – Commencing tax year 2020

(LFC Comments: Cost to taxpayers in Madison: $22.40 per year per $100,000 of home market valuation. ($35.00 x 0.64 mills = $22.40)

warning sign

just-say-no

A continuing period of time means it is a “continuous” levy, and the politicians do not have to return to the taxpayers for another vote on this issue.  The tax will be collected FOREVER.  There is no incentive for the politicians to be good stewards of the taxpayers’ money.  They will have a constant revenue stream with this levy.

*************************************************************************************
Perry Public Library District (6 Precincts)
0.75 Mill Renewal Levy – Operating Expenses – 5 Years – Commencing tax year 2020

(LFC Comments: Since this is a renewal levy, it is impacted by H.B. 920.  The current effective tax rate is 0.678374.  Cost to the taxpayers in Perry: $23.74 per year per $100,000 of home market valuation. ($35.00 x 0.678374 = $23.74)

Here is the Auditor’s Schedule A detailing the current real estate taxes for Perry Townhip:  Perry Township Schedule A

Hmmmm image

You Decide

Per the above Schedule A, the Perry Public Library will receive ~$234,396 each year.  Has anyone checked to see if they have been good stewards of the taxpayers’ money?  Do not vote on blind faith.)

Lake County School Financing District (58 precincts + Geauga)
4.9 Mills Renewal Levy – Current Expenses for specified educational purposes – 5 Years –
Commencing 2020 tax year

Yikes 1

(LFC Comments: To read more on this issue follow this link.

The 4.9 mills has been reduced to 2.277721 mills because of H.B. 920, and is also eligible for the 12.5% State roll-back credits. Therefore, the cost to the taxpayers in the 58 precincts in Lake County and a few in Geauga will be $69.76 per year per $100,000 of home market valuation.) (($35.00 x 2.277721) x (100% – 12.5%)= $69.76)

Here is the Auditor’s Schedule A showing the effective tax rate for this levy:
Scedule A Lake County School Financing District

The total annual revenue is $5,503,302 from this levy.
*************************************************************************************

Willoughby-Eastlake School District (49 Precincts)
$8,500,000 (Est. 4.94 Mills) – Emergency Requirements – 10 years – Commencing 2020 tax year

blowing tapsWe call this one the “senior killer”….pushing more and more seniors out of their homes because of ever-increasing taxes.  Required annual increase in income for HAT % is $576.33 per $100,000 of home market valuation. ($172.90 / .3))

********************************************************************

Fairport Harbor Exempted Village School District (2 Precincts)
$250,000 (4.47 Mills Estimated) Additional Emergency Tax Levy- 5 years- Commencing 2020 tax year

Yikes 2

(LFC Comments: Cost to the taxpayers in Fairport Harbor is $156.45 per year per $100,000 of home valuation.) ($35.00 x 4.47 = $156.45)
Required annual increase in income for HAT % = $521.50 ($156.45 / .3) per $100,000 of home market valuation.

Seniors BEWARE! Just remember that school taxes will NEVER go down because their expenditures will always increase even when student enrollment is going down.  At what point is a school, because of declining enrollment, deemed to be no longer viable?)
